EIES is pleased to host this virtual workshop, bringing together industry, policy, and research experts for a focused 75-minute discussion on policy measures to support midstream graphite and rare-earth development in Europe. These are two of the most critical supply chains underpinning energy, defence, mobility and advanced manufacturing.

Agenda
The discussion will open with a short poll ranking the main barriers and the most useful policy tools. It will then move through the following themes:
Diagnosing the bottleneck: Europe’s position in the graphite and rare earth midstream, export controls, and trade weaponisation that run through both chains, and how constraints differ by value chain.
The view from industry: What a credible demand signal looks like and what industry is willing to commit to, including local content for battery-grade graphite and feedstock, as well as recycling and pricing for rare earths and magnets.
The role of policy: What the EU/Europe has been doing and should do in the next few years, the potential role of the EU Critical Raw Materials Centre, lessons from the US, the G7, and the broader plurilateral track; does Europe and partners need an integrated mine-to-magnet model.
The session will close with a discussion of priority actions for industry, the EU, European governments and G7 across the near and medium term, and participants are invited to contribute their perspectives.
